navigation facilities, the ledgers, documents or any other matters, or interrogate any person concerned.
3. In the case of the preceding paragraph, pertinent officials must produce identification cards whenever they are requested to do so by any person concerned.
4. The authority provided under paragraph 2 shall not have the status of a criminal investigation.
(Payment of Fees)
Article 135. Any person (except the State) listed below shall pay fees, the amount of which may, in consideration of the actual expenses, be specified by a Cabinet Order.
(1)Any person who requests a copy or an abstract of the Aircraft Register or wishes to peruse the Aircraft register;
(2)Any person who applies for airworthiness certification under Article 10 paragraph 1;
(3)Any person who applies for type-certification under Article 12 paragraph 1;
(4)Any person who requires an inspection of repair or remodelling of aircraft under Article 16 paragraph 1;
(5)Any person who applies for spare-parts certification under Article 17 paragraph 1;
(6)Any person who applies for an approval under the provisions of Article 20 paragraph 1;
(7)Any person who applies for a competence certification under Article 22;
(8)Any person who applies for an alteration of restrictions with regard to competence certification under Article 29-(2) paragraph 1;
(9)Any person who applies for an aviation medical examination performed by the Minister of Transport under Article 31 paragraph 1;
(10)Any person who applies for an instrument flight certification under Article 34 paragraph 1 or training-for-pilotage certification under the same Article paragraph 2;
(11)Any person who requires permission for aircraft pilotage training under Article 35 paragraph 1 item 1;
(12)Any person who applies for the reissuance of an aircraft registration certificate, airworthiness certificate, competence certificate, aviation medical examination certificate, or aircraft pilotage training.
(13)Any person who applies for permission to establish aerodromes or to install air navigation facilities under Article 38 paragraph 1;
(14)Any person who requires an aerodrome completion inspection under Article 42 paragraph 1;
(15)Any person who requires a completion inspection of air navigation
